In 1993 UN/EU Mediators Lord David Owen and Mr. Cyrus Vance came up with a proposal to divide
Bosnia and Herzegovina into 10 ethnically base cantons. Three Muslim (M), three
Croat (C), three Serbian (S), and a neutral (N) Sarajevo canton. This idea
must be one of the worst peace proposals in the history of negotiated
peace settlements.
While on one hand the world was condemning "ethnic cleansing," on the other it was actually encouragining it by this horrible arangement. What does it mean that a canton is Serbian? one should ask (see a related story). What happens with members of non-Serbian ethnic grouops in the Serbian canton. It is not difficult to imagine the results of this proposal.
One of the most devastating results was the war between Bosnian Croats and Bosnian Government forces which raged throughout Central Bosnia finding its most visible result in the destruction of the city of Mostar (my fathers birthplace).
